Please reference https://www.oxnardunion.olrg/purchasing-warehousing/ On the District's website it states "A Contractor submitting bid(s) above their allowable approved dollar amount will cause the bid to be considered non-responsive." It is clear that this applies to General Contractors submitting a bid to the district, but does this also apply to pre-qualified MEP subcontractors submitting a bid to a General Contractor. For example, would a bid from a GC be deemed non-responsive if they list a pre-qualified electrician/plumber who's bid value is greater then their pre-qual limit?

The pre-qualification limit applies to both the General Contractor and the MEP subcontractors. A bid amount that exceeds the approved limit, by either a bid sent directly to the district or from a subcontractor to a GC, cannot be accepted by the District.
