Q: Is it the district's policy to require prevailing wage for both preliminary geotechnical studies and for construction testing and inspection?
A: Yes, prevailing wage is required for preliminary studies and construction special testing and inspection. Firms are still performing the work, just at different periods in the construction phase.
Q: At one point, we were working on at least 12 geotechnical projects for the District for new bleachers, modular classroom buildings, aquatic centers, etc. However, when it came to providing construction testing services, we were unable to provide these due to the PLA. I would like to know if that still applies.
A: Special Inspection firms still require adherence to the terms and conditions of the PLA. We know this time around for Measure E, the projects will be phased out in lieu of the projects hitting the ground at once. This will provide better availability for the firms to make sure their team members adhere to PLA requirements. See revised answer below.
Q: Does the Cover page count toward the page count?
A: Per Section B. Format Requirements, the submittal shall not exceed 24 pages, not including the Letter of Interest, table of contents, divider tabs, resumes and fee schedules. Since the cover page is not listed as an exclusion, it does count toward the page total.
Q: Can you clarify what you mean by Conflict of Interest Certification? Could this be a statement?
A: Respondents may use the District-supplied form, which is not included on our website under this RFQ.
Q: Can one of the five (5) relevant references requested in section four be for a contact at Oxnard UHSD?
A: Yes, you may list any reference that qualifies you for the work requested within the RFQ.
Q: The RFP limits the Fee Schedule to be submitted as Tab 7 to one page. Our standard published Fee Schedule spans 4 pages. Is the submittal of our standard Fee Schedule, a 4-page document, acceptable?
A: Yes, 4 pages is acceptable but please adhere to the overall page limit for the entire submittal.
Q: The agreement provided includes a 3% DVBE requirement, but the RFQ doesn’t mention this. Can the district confirm that no DVBE/DBE is required?
A: No DVBE is required. That section of the agreement may be stricken during the contract execution process.
Q: As near as we can tell, neither the RFQ nor the Agreement mentions a PLA. Can the district please confirm that no PLA is required?
A: No PLA is required for special inspections and testing services.
