California Schools Employee Benefits Organization (CSEBO)

CSEBO offers self-insured programs in Medical, Dental, Vision, Life and supplemental benefits to Ventura County school employees for nine organizations, including the Ventura County Office of Education. CSEBO's goal is to provide affordable health care coverage for Ventura County schools.

Oxnard Union High School District (OUHSD) has been with CSEBO for medical, dental and vision benefits since 1991. CSEBO provides benefit offerings that include Oxnard Union HSD representation on the Board of Directors for CSEBO.

OUHSD uses an online portal for all benefit updates called FLOCK.  Please see the guide below for help with your portal. 

Flock Portal Guide for Employees - New and Current

New employees will receive a welcome email from the district as well as from the district benefit portal FLOCK.

• New employee should select their benefit plans within 30 days of hire date in order to enroll in preferred plans. 
  • Enrollment is completed in the FLOCK online portal. 
• New employees who wish to add dependents/spouse/partner to plans must provide associated documents.
  • Complete the required enrollment inFLOCK online portal. 
  • Provide a copy of the marriage certificate (or partnership registration) in FLOCK online portal. 
  • Provide a birth certificate (hospital record is acceptable temporarily) or adoption papers in FLOCK online portal. 
  • Provide the court order or other proof of legal guardianship in FLOCK online portal.

MidYear Qualifying Events

Employees who have a qualifying event must take action to update coverage or include family members on plan. Coverage for newly acquired dependents or spouses is not automatic.  Action is ALWAYS the employee's responsibility!

Marriage/Partnership/Spouse

• Complete the required enrollment/change forms, and
• Provide a copy of the marriage certificate (or partnership registration).

Children/Dependents (Newborn, Adoption, and Legal Guardian)

• Complete the required enrollment/change forms, and
• Provide a birth certificate (hospital record is acceptable temporarily) or adoption papers.

Loss of Other Coverage

• Contact the Insurance Specialist,
• Complete the required enrollment/change forms, and
• Provide written proof of loss of coverage from the prior insurance (showing the last day of coverage).

OUHSD/CSEBO 2026 Supplemental Plans - Employee Paid

OUHSD offers various supplemental insurance plans through CSEBO, including accident insurance, critical illness insurance, voluntary life insurance, and short and/or long-term disability. 

Enroll during Open Enrollment using the FLOCK online system.

  • Accidents can happen anytime—at work, at home, or on the field. Accident Insurance helps protect you and your family from the financial impact of unexpected injuries. It pays a cash benefit directly to you for covered events such as fractures, dislocations, burns, or hospital stays. The Amateur Sports Rider provides additional coverage if an injury occurs while participating in an amateur sporting event.

  • Critical Illness Highlights
  • Facing a serious illness at any age can be challenging – physically,
    emotionally and financially. Primary health insurance may pick up some
    or most of the tab, but can still leave medical and other recovery
    expenses that add up quickly. Critical Illness insurance can provide a
    lump-sum cash benefit upon diagnosis of a covered illness that can be
    used however you choose.
• Voluntary Life Policy
  • Voluntary Life Insurance gives you the opportunity to purchase additional life insurance protection beyond the district-paid basic life plan. You can choose coverage amounts for yourself, your spouse or partner, and your eligible dependents. The benefit is paid directly to your chosen beneficiary in the event of your death and can help cover living expenses, debts, college costs, or other financial needs. Rates are based on age and coverage level, and premiums are paid through convenient payroll deductions.
• Long-Term Disability
  • Long-Term Disability Insurance provides financial protection if a serious illness or injury keeps you from working for an extended period. Once short-term disability or sick leave ends, LTD benefits begin after the plan’s elimination period and can continue for months or years, depending on your recovery. It replaces a portion of your monthly income and helps maintain financial stability while you focus on your health and rehabilitation.
• Short-Term Disability 
  • Short-Term Disability Insurance helps replace a portion of your income if you become temporarily unable to work due to an illness, injury, or maternity leave. After a short waiting period, it pays a weekly benefit—usually up to a percentage of your regular earnings—for a limited duration while you recover. Benefits can be used for any expenses, from household bills to medical costs, helping you focus on getting well.
