Budget Advisory Committee (BAC)

Established April 22, 2026.

The BAC is advisory only and does not supersede the authority of the Board of Trustees or the Superintendent.

The purpose of the Budget Advisory Committee (BAC) is to provide a formal meeting for representatives of District stakeholder groups to receive and review information related to District finances, budgets, reserve levels, and the Budget Stabilization Plan (BSP).

The BAC shall review revenue and expenditure priorities within the context of the BSP and provide input and discussion regarding future-year budget reduction priorities and other fiscal planning considerations. 

The BAC shall serve in an advisory capacity and shall include stakeholder representation, a Chair, a Vice-Chair, and meeting agendas aligned to the BSP and the District's projected revenues and expenditures. 

In carrying out its advisory role, the BAC shall:

1. Review information regarding District revenues, expenditures, the current-year budget, and the multiyear financial projection;
2. Review expenditure reductions and other fiscal strategies included in the Budget Stabilization Plan;
3. Provide a forum for discussion of fiscal priorities, budget assumptions, and future-year reduction options;
4. Request additional fiscal information for future review, subject to approval of the Committee; and
5. Consider and discuss fiscal conditions and strategies that support ongoing positive budget certification, long-term financial stability, restoration of furlough days, and future compensation improvements when fiscally feasible. 

The BAC shall meet quarterly prior to the following budget deadlines: Unaudited Actuals, First Interim Budget, Second Interim Budget, and Adopted Budget. 

Meetings shall be conducted in accordance with applicable law, including the Brown Act. The Chair shall preside at meetings, and the Vice-Chair shall preside in the absence of the Chair. Meetings are conducted using Robert's Rules of Order as a guide for parliamentary procedure. 

The District shall provide the BAC with the technical and administrative support necessary to carry out its purpose and communicate its work to the public. Such support shall include, but is not limited to:

1. Up-to-date fiscal information regarding the District's budget;
2. Preparation and posting of public notices and agendas as required by the Brown Act, ensuring that all meeting notices and agendas are provided in the same manner as meetings of the Board of Trustees; 
3. Provision of a meeting room, including necessary audio/visual equipment;
4. Preparation and distribution of meeting materials, including agendas, minutes, and reports; 
5. Retention of all Committee minutes and reports; and
6. Public access to Committee meeting minutes and reports through District website maintained by the District.
